Online Continuing Education Alert for Wisconsin Chiropractors

Online Continuing Education Alert for Wisconsin Chiropractors!

Update: DCs who need 80 hours of CE may take 16 hours of approved Online CE
Wisconsin Chiropractors can take 8 hours of online continuing education credits for the current (2021-2022) biennium and another 8 hours for the previous (2019-2020) biennium (if they still have credits to complete) according to a clarification obtained by the WCA through DSPS staff.

The rule that allows chiropractors (and their staff) to take a portion of their required credits via online courses went into effect July 1, 2022. WCA Executive Director and CEO John Murray reached out to CEB member Dr. James Damrow in July 2022 to ask for his assistance in obtaining clarification on the issue of “double dipping” online CE credits for both the current and previous biennium.

Dr. Damrow was able to get a response from CEB Attorney Jameson Whitney who responded via email:

“I think the rule says what it says, and that’s the rule that’s in effect right now. Meaning you can take 8 hours of online CE per biennium, and that counts for deferred CE as well. When we’ve been asked about other provisions recently the Board’s intent has been to put them into effect right away, so I don’t see any reason not to allow this.”

IF YOU TOOK AN EXTENSION IN 2020, YOU MAY EARN:

16 Hours – DCs

4 Hours – CTs / CRTs

As always, make sure the program - whether in person or online - has been approved for CE credit in Wisconsin before signing up and paying for it.

Check our the WCA’s lineup of online and in person classes here

WCA Collaborates with WIS-DOT to Reverse Decision Excluding DCs from DOT-Bus Physicals

WCA Collaborates with WIS-DOT to Reverse Decision Excluding DCs from DOT-Bus Physicals

Back in March WCA members alerted the WCA that Chiropractors were excluded and no longer listed on the DOT FORM MV3030B and had been removed from being able to perform DOT-Bus Driver Physicals.

The WCA immediately researched and opposed this change. After escalating and receiving a response from DOT personal, Kaleb Vander Wiele and clarification from the DMV, it was reversed with the exception that the DC must provide their Federal Registry Number on the form. This change will allow DMV to certify the Chiropractor has proper training to provide the requested information to DMV.

Should a Chiropractor want to complete a physical for a bus driver, the can, so long as they are registered as a Medical Examiner with the Federal Motor Carrier Safety Administration (FMCSA). These drivers would then be issued a Federal Medical Certificate.

A request for update to the DOT FORM MV3030B, has been submitted with an anticipated date of completion by the end of April. The WCA would like to thank Kaleb and the DMV for working collaboratively to reverse this change!

If you have any questions or concerns, please contact, Tammy McKeown, C.T. @ 608.256.7023, or email wcahelp@wichiro.org.

READ DMV’s EXPLANATION:

We discussed this further and have agreed to add Chiropractors back onto the application, with an exception.

In September we removed Chiropractors and other Medical Professionals from the MV3030B in effort to be aligned with Wisconsin Statute. Upon further review, we determined that this change was correct and in-order. Our final decision was to not allow Chiropractors to complete the MV3030B. Should a Chiropractor want to complete a physical for a driver, the can in theory – so long as they are registered as a Medical Examiner with the Federal Motor Carrier Safety Administration (FMCSA). These drivers would then be issued a Federal Medical Certificate.

We later considered the idea that most drivers operating a School Bus do not travel Interstate and a Federal Medical Certificate might be of little interest to these drivers. Giving further consideration that a Chiropractor can perform a DOT physical for Interstate Travel, we have elected to add Chiropractors back onto the application, with the exception that they must provide their Federal Registry Number on the form. This was previously not a requirement. This change will allow DMV to certify the Chiropractor has proper training to provide the requested information to DMV.

Chiropractic Examining Board Moves Online CE Rule Forward

The long-awaited rule allowing Wisconsin Chiropractors and their staff to take a portion of their required continuing education credits via online programs was approved by the Chiropractic Examining Board during a special meeting this week.

The draft rule (CR 21-065) will allow:

Chiropractors to take 8 of their required 40 credits via online programs

CRT’s to take 2 of their required 12 credits online

CT’s 2 of their required 6 credits online.

Synchronous vs Asynchronous

The board spent considerable time discussing the merits of synchronous vs asynchronous programs (live-interactive vs on-demand) and the expected increase in programs submitted for approval.

Of the 8 total online credits, the board agreed to allow 4 synchronous and 4 can be asynchronous.

What Next?

The draft rule now goes to Governor Evers for his review. He can approve/reject or propose further changes to this draft rule.

If he approves the rule, it then heads to the Wisconsin Legislature for two 30 day passive review periods.

If no one asks for changes to the rule during the Legislative review period, it will then be published in the Wisconsin Administrative Code and becomes effective.

Under this scenario, online CE COULD be available in mid 2022.

The WCA has been supporting online CE for over three years and has been imploring the CEB to complete the rule so Wisconsin chiropractors can take some of their required CE next year before the December 2022 renewal deadline.

“The WCA appreciates the work of the CEB on this rule and looks forward to Wisconsin chiropractors and their staff being able to take online CE,” said John Murray, WCA Executive Director and CEO.

The WCA will continue to inform you of any updates regarding this issue.
